Is its function the same as the "amnesty box" in the Honolulu and SFO
airports, that is, a last chance to dispose of (primarily agricultural) items before going through Customs/agricultural inspection, or is it just an
elaborately labeled trash bin?

Reminds me of my early days in China of a sign referring to "stolen holes" at some ancient site (round Xi'an way?) which, I assume, meant the "holes" had been pillaged.
